UNRAE is the Association of all manufactures importing and distributing cars, commercial vehicles, industrial vehicles, buses and caravans in Italy.
Our Associates represent 70% of the Italian car market and, through their networks, employ 100.000 people.
UNRAE welcomes the G8 of transports, and – also through its associates - is ready to give its contribution to identify solutions for the development for the best sustainable mobility. Particularly, UNRAE totally shares the view for the integrate approach which has been expressed by ACEA and ANFIA.
In that respect we would like to point out that a major goal that has to be pursued, practically in whole the highly motorized countries, including Italy, is the accelerated renewal of the vehicle parc.
The modern automotive industry has developed vehicles that are many times cleaner of those of 10/15 years ago and much safer. It is therefore a must for everybody, starting from the international, national and local authorities, to stimulate the parc renewal.
It has always to be remembered, however, that once identified and quantified the objectives (for instance the level of CO2), it has to be left to the individual manufacturers how to reach them.
Any public incentive that privileges a particular technology, engine or fuel, would represent a market distortion and therefore has not to be accepted.
I would like to conclude my brief note, by stressing once again how for the motor industry would be important to face fiscal and administrative rules as similar as possible in the various countries (and I refer to Europe, in particular).
UNRAE operates in a country – Italy – where the fiscal regulation applied – for instance – to the company cars and to the used cars, are considerable different (and heavier!), than those of all major European countries. As a direct consequence, both these markets – company cars and used cars – in Italy are compressed and much smaller than what they could and should be.
UNRAE’s view is also that the automotive fiscality as well as insurance cost should move as quick as possible from being related to the property to the concept of “pay per use” and consequently “pay for what you pollute”.
This is possibly another subject to be considered in the works for the G-8 Ministerial Conference on Global Environment and Energy in Transport.
